i met this morning with senator kerry to give him an update on this trip. a number of the senators who were on the trip with me met with him, and i am determined that we make certain that the united states invests in the kind of forward leaning relationship in africa that will take the fight to al qaeda in africa and that will invest in stability in countries where, if we don't partner with them effectively, they may slip into the kind of state that mali's in now. just a few short years ago, mali was viewed as a stable, democratic ally of the united states, and it's come unwound fairly quickly. i chaired a hearing on december 5th to look at mali and to look at the situation there and try and raise its profile. i have gotten great cooperation from the state department and defense department but as you point out, this incident in algeria reminds us that it needs attention and investment at the highest levels of the american government. >> senator, thank you very much. we appreciate it. we will see if the president of the united states does indeed say anything

we'll be able to welcome you one more time when you come tomorrow to be part of introducing senator kerry to the committee. so we look forward to welcome you t well. i think there are several takeways here that are incredibly important. one is, is that we have to look at the totality of the threat environment versus just looking for a specific credible threat when we are thinking about the protection of our foreign service personnel. and i see that we are moving in that direction. the other one is the changes in the department have clear lines of authority and responsibility for security matters. instead of silos, looking more at a horizontal nature. i understand that is underway. a lot has been said about resources here. secretary gates used to famously argue that there are more people in military bands than in the entire foreign service. it seems to me that surely we can find the funds to protect our diplomats who serve on the front lines. and i am concerned when the arb says that the state department has been engaged for years in a struggle to obtain the resources necessary to carry ou
